Public Procurement Law

Public Procurement Law is one of the primary areas of practice for Hakkakul Law Firm. The multidisciplinary nature of Public Procurement Law necessitates specialized expertise in this field. Hakkakul Law Firm, which has been active in the field of Public Procurement Law for approximately 15 years and has pioneered numerous organizations and scientific studies in this field, continues to provide legal representation, legal consultancy, and training services specifically in this field to domestic and foreign companies.

Consultancy services in the field of Public Procurement Law are categorized as pre-tender and post-tender consultancy services. In this context, pre-tender services include reviewing the tender announcement and tender documents, preparing and reviewing the tender file, and preparing/filing complaints regarding the announcement or documents. Post-tender services include preparing/filing complaints and appeals against the tender decision.

On the other hand, since public procurement contracts are private law contracts, the initiation and execution of any lawsuits to be heard in the judicial courts, as well as the initiation of compulsory enforcement proceedings and the execution of processes for the collection of receivables arising from public procurement contracts, are also included in the scope of legal representation and legal consultancy services in the field of Public Procurement Law.

Finally, legal representation and legal consultancy services are also provided in relation to cancellation lawsuits filed against public procurement disqualification decisions and criminal lawsuits filed for the crimes of bid rigging and obstruction of performance, or in relation to criminal complaints filed in this context.
